Reverse footage

For Premiere Elements 7, is it possible to have video footage play in reverse? (just a clip on the timeline, not the whole video)

Yes, right-click on the clip on the timeline and select Timestretch from the pop-up menu. There is an option to Reverse playback of the selected clip.
