Is it possible to get footage from 2 dvd's and make it into 1 dvd using just portions from each?
If so, how do I do this?

The easiest and most efficient program to do this with is Sonic's MyDVD.

You can import the DVDs into a Premiere Elements project and edit out the parts you don't want. Then you can export what's left to a single DVD. You may end up losing some quality along the way but it shouldn't be too bad.
