The above didn't work in Premiere Element 7.
The video was skipping and was out of sync with audio.
Anything better way to do it?
The YouTube settings in the FAQs didn't...
Unfortunately, YouTube is a moving target. Even with the Internet, and almost instant publishing, about the time that someone figures it out, they move the goal posts.
There's a YouTube test going on in the Adobe Premiere Pro CS3 forum. It has been updated almost daily. Might want to have a read:

By the time that someone puts the instructions into a FAQ, YouTube has made a major change.
